Penalise bowlers for slow over rates

Persistent: Rain blighted some Trophy matches

PAUL Nixon writes “No Result in 66 Overs? That’s an own goal”. I agree that something needs to be done in the event of bad weather intervening.
He also says “umpires need to clamp down on over rates”. I suggest they do what they do in domestic one-day cricket, give a cut-off time when the side bowling is required to be bowling their last over and penalise them six runs for every over they haven’t bowled by that time.
